Europe felt a moment of respite on Monday, as the crisis caused by the announcement of a new 28-point plan for resolving the conflict appeared – temporarily – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: an extensive attack of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are fought: positive announcements are delivered from various governments. Significant resources is expended on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, war remains the key method for achieving "settlement".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from Russian territory, a ability provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by Western partners.
Shortly after, Kyiv's missile defense engaged: multiple launches deployed against a incoming threat. This was a sophisticated defense system at work, presumably supplied through partner states. Every launch shakes the surroundings, shaking the windows. The brief panic quickly becomes resigned acknowledgment: maybe the approaching threat won't hit its mark this time, protecting urban areas from catastrophe and another blackout.
Continuous Dangers
Not long after, a large-caliber weapon opened up on a drone in the vicinity, part of a rapid response unit – probably imported technology. Unfortunately, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its target.
Intermittently, this persisted until dawn. Kyiv awoke to the morning news: seven people killed, destruction and utility failures in many homes as a result of the night's assault. As typically, everyone still went about their day – living the war. But those full day encapsulated Ukraine's vital need on international aid – a dependence that regional partners are demonstrably unable to fill in the near term.
Failed Diplomacy
The 28-point plan from US administration generated strong feelings, debate and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.
Every new approach from American administration follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This trend will, certainly, persist.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington functions according to a premise understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration believes that it is unfeasible to compel Moscow to abandon the territory that it presently holds in Ukraine's southern or eastern regions.
The issue is that while acknowledging this situation, American administration does little to discourage Russia, through statements or actions, from thinking that the current condition will not change more in its advantage in the months ahead.
Divergent Views
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing civilians and areas but averting a complete military breakdown until circumstances change in its favour.
Current Realities
Realistically, there are no genuine requirements for a armistice. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their task will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Summary and Prospects
It took a mere seven days to eliminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.
While new plans based on previous concepts are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, primarily depend on ongoing international assistance.
